Licensing Department Manager

Company Overview: The IHRB is responsible for safeguarding the integrity and reputation of Irish horse racing both nationally and internationally.

As Licensing Department Manager, I played a pivotal role in overseeing the licensing and regulatory framework for the horse racing industry. Reporting directly to the Head of Legal and Licensing, as well as to the Licensing Committee and Directors, I was responsible for managing all licensing operations, ensuring regulatory compliance, and maintaining strong industry relationships.

  • Strategic Leadership & Team Management: Led and managed a team of five licensing professionals, providing leadership, training, and performance reviews while ensuring operational efficiency. Recruited and onboarded new team members as required.
  • Industry Compliance & Regulation: Oversaw the licensing process for all key industry participants, including racecourses, trainers, jockeys, qualified riders, and authorised agents, ensuring full compliance with industry regulations and the Rules of Racing.
  • Stakeholder Relations & Conflict Resolution: Built and maintained strong working relationships with key industry bodies, including the Jockeys Association, Trainers Association, Horse Racing Ireland (HRI), RACE, and the British Horseracing Authority (BHA). Acted as a Conciliation Officer, mediating disputes between trainers and jockeys to resolve conflicts professionally.
  • Project & Committee Involvement: Regularly contributed to ad-hoc industry committees, shaping policies and procedures in relation to licensing and regulatory frameworks. Managed multiple projects from inception to completion, demonstrating adaptability and strategic oversight.
  • Public Speaking & Advisory Role: Frequently represented the IHRB in public forums and industry discussions, providing expert advice on licensing matters and regulatory compliance. Assisted in the interviewing and assessment of all prospective licensees.
  • Racecourse & Training Facility Inspections: Led teams of IHRB officials in conducting inspections of racecourses and training establishments to ensure compliance with industry standards and best practices.
  • Union Representation & Negotiations: Served as the in-house union representative for 13 years, actively participating in collective bargaining negotiations and advising on employment matters within the organization.
  • Event & Race Day Operations: Worked as an IHRB official at point-to-point race meetings, ensuring smooth operations and adherence to racing rules.
